set up a local panel to review new patented ideas originating from Sheffield to advise,attain funding to patent in Europe and the USA. to be paid back with costs to defend patent from larger organizations. specifically for companies that do not have the financial resources to exploit ideas. Refunds on rates for profit generated by patent if it creates jobs in Sheffield and stays in Sheffield.

Give the role to Local Enterprise Partnerships to properly coordinate and deliver business support, with appropriate budgets from BIS and other relevant government departments devolved. They are partnerships of local businesses with local authorities and other public sector services and know their local economies well, so could tailor services to meet local needs. The potential of the Chambers of Commerce is a great source of business support and the most appropriate business signposting vehicle. The regional and national government via BIS should provide more support and funding to the Chambers of Commerce so they can enhance their existing business support and be more pro active.
